structured.
where is the lowest level i can start from. is this a TWinControl component?

There is a post in the forums about this topic too, asking for custom drawn
TPageControl.
You will probably need a property for the TabsSize (i.e. for top/bottom tabs
this is the Height) and a property for each TabSize (i.e. for top/bottom
tabs this is the Width).
Also you need a overridable custom draw event.
These things are not yet implemented in the LCL. If you want to do it, I
will help you.
