Of course theoretically we can create binaries with a whole bunch of
components installed. But because the bins are created by script it is much
more work without a command line tool.

The whole lazarus IDE configuration is in ~/.lazarus, including the list of
installed packages. Just keep this directory.
The ~/.lazarus also contains paths to all packages. So, if you use other
packages (not in the lazarus components directory) and keep them in the same
file paths, the ~/.lazarus directory contains all information needed to
compile an IDE with all packages you had.
Short:
Don't delete the ~/.lazarus directory or copy it to your new computer and
keep the directory structure. Then you can just install a new lazarus, start
the IDE and build itself. It will install all your previous packages.
