I have never tryed to run the Lazarus IDE on this kind of computer,
but the project I am working on ran perfectly on a 233Mhz Pentium with
32MB RAM on Damn Small Linux with FluxBox. It is a multiplatform GUI
built on Lazarus. The dialogs and buttons were all perfect, like if it
was on a new machine.
So, if Lazarus itself doesn't run on the computer or gets too slow you
can always compile on another PC and send the program.
