The behavior i think is more intuitive/flexible is always force
compilation when Build (Ctrl+F9) is called and only skip compilation,
when no modifications are done, if Run (F9) is called. Anyway the
benefits of this feature is show principally when you want to run your
app from ide (the motive i entered the feature request).
