HTML should only be one of the output formats. Not the source.

Andrew Haines is working on these things. But how should we edit them on
linux/macosx/freebsd?

fpdoc already exists and is already used.
There is a graphical editor for fpdoc - lazde.
There is an IDE extension for fpdoc - lazdoc.
It's all written in fpc+laz, so it will work on all platforms.

ATM fpdoc is only used for documentation of the sources (RTL+FCL+LCL).
Maybe we will use fpdoc also for the IDE help.
