well ... not to give you a hard time ... as i would agree that it is
_probable_ that a given Linux system has GTK installed.

... but to give you an example.

i have a company laptop that i use for web application developement
... my day job.

i use Gentoo which is a source based distribution.

i use a full featured KDE desktop, built on top of Qt.

i have GTK installed, but the _only_ piece of software i have
installed that _requires_ GTK is Firefox.

Firefox is in now way required on my machine.

I could use Konqueror (KDE web browser/file manager) for web surfing.

So ... I have a very functional but clean Linux machine that in now
way _requires_ GTK for GUI operation.

i _think_ Fluxbox and maybe even FVWM are also NOT depedent on GTK,
and Fluxbox in particular is a pretty snazzy window manager that many
Linux purists quite like.

so again, i do agree that odds are, GTK is installed, but it is really
quite possible to run a full featured x-11 Linux machine without it.
