Yes.
I made some investigations. It seems that fpc 2.1.1 (I didn't try with
fpc 2.0.2 yet), gives empty resources strings if smartlinking (-CX) is
turned when compiling the LCL.
Because the next release will not compile the LCL with -CX, this is not
a critical bug.
Maybe, I will try to reproduce it for an fpc bug report. OTOH this will
take time and maybe the bug will be found soon anyway.
