[lazarus] Lazarus win32 snapshot with fpc 2.0.3

I just uploaded a new lazarus win32 snapshot to 
http://www.de.freepascal.org/lazarus/ and its mirrors. Due to linker problems with 
fpc 2.1.1 it could not be build with fpc 2.1.1 and for the time being fpc 2.0.3 will 
be used.
