Wouldn't something like html forms in tables do enough? If the screen
gets too small the last control is shifted to the next line. I think
java and its layout managers work that way.
The biggest con of this solution is that it takes away a part of control
over the layout from the programmer.

Having a key mapper in a central position (read loop of events or so)
allowing mapping tables would be very easy and understandable. It forces
to have a mapping for mostly each type of device though, but that could
be simple text or XML files.
