I suppose you are talking about win32 interface in the latest SVN. The
menu implementation was changed, now we are using owner draw menus. It
means everything is drawn by the Lazarus itself. If you want a stable
implementation you should use 0.9.14.
Can you send more information what is not working?

Are you sure ? shortcuts of course are visible but can you execute menu
item action using keyboard only ? Menu doesn't react on shortcuts (for
me at least)
- Background of the menu: somebody already pointed this bug, it is on my
todo list

- Disable actions problem: can you provide more details what you mean?
I heard something about all actions even empty cause menu item to be in
enabled state, but I can't confirm that - could be a TactionList problem.
I'm preparing new patch for menus, it will be ready soon and I hope it
will fix some of this bugs.
