like what CHM does, or the exact CHM format?

I mean exact CHM format, for which a freely available help compiler (HTML workshop) exists on windows.

CHM-like is nice, but there is no help compiler for that, so it is useless.

Isn't CHM a proprietary / patented format from Microsoft and we would
get into trouble using the exact CHM format?
