If you want to add the component to the IDE component palette, you should
open the package and 'install' it. The IDE will setup the rest and compile
it.
You never need to edit staticpackages.inc manually.
To use the vtv in one of your projects, open the project inspector and add
the package to the dependencies.
If you want to use two different lazarus with different setups, then start
the second with
/path/of/the/second/lazarus
--primary-config-path=/home/username/.secondlazarus
This way you can test new packages or new lazarus versions comfortably
without poking in the files, that the IDE can automatically setup for you.
