[lazarus] How to implement a global "Stay On Top" form

I'd like to implement a form(window) that keeps on top of all desktop
windows. I tried to set FormStyle to fsStayOnTop but did not work. Under
Windows i can do that using the win32 api.

There's a cross platform way of doing that?
