No, xfce and most other desktop managers are based on Gtk. Some linux
mobiles support Gtk, others support Qt, so basically we cover almost
all of linux in general.

3. Which distribution/"platform" do you recommend to install WITH LAZARUS?

Any will do. Since we currently only have premade packages for rpm,
then it´s slightly easier to install Lazarus on a rpm-based distro.
But again, any should do.
