Would you please submit a better and fixed code for this function? Because I
plan to use it on TjanSQL component. I saw this component also has the same

Yes it is my intention. The SetLength in batch of 10 is already done
here. I'll add a new feature to the procedure this morning. (I've
dream of that all the night :( so I must do it now.) I'll support line
breaks inside a quote block (event if it is no more single-line, it is
valid csv... :( so I'll support that; in part.
Also, dont' worry, the moment no one has comments on the function,
I'll send a clean patch and single file for all those who wish to use
it... (And to everybody: all the code falls under the same licence of
strutils: see COPYING.FPC)
