Hmm, I got it. When doing 'svn export' (just like in 'cvs export'),
the control folders aren't created, so svn2revisioninc isn't able to
retrieve the current revision.
In that case svn2revsioninc creates a revision.inc with 'Unknown' or ''
(look at the source).

Do this in the Lazarus dir:
svn export . \tmp\buildlazarus
cd \tmp\buildlazarus
make bigide USESVN2REVISIONINC=0
If revision.inc is _not_ in svn, compilation will fail. That is why it
is svn.
Possible suggestions:
You ignore changes to that file (IIRC you can svn to ignore a certain file).
You think up and implement a better scheme.
