I had to make another adjustment for Ubuntu 6.06. The depends should read like
this:

===
Depends: fpc (>=FPCVERSION), fpc-src (>=FPCVERSION), libgdk-pixbuf-devel
(>=0.17.0) | libgdk-pixbuf-dev (>=0.17.0), libgtk1.2-dev, debhelper (>=4.0.0)
===

It turns out that in Ubuntu Linux, the libgdk_pixbuf package is named
libgdk-pixbuf-dev and NOT libgdk-pixbuf-devel. It works fine with the
updated line and I hope that also works on the standard Debian Linux.
