I suppose you should create icons at various color depths (.ico can contain
many alternative versions of an ICON), plus make them as PNG or something
and then convert to .ICO, .XPM or whatever for the target platform (could
have some GIMP script or something in that folder to do it, maybe some batch
file etc. too to call that script via GIMP or other free s/w for convertion)

For all Delphi versions, Raize software (Ray Conopca [I probably mis-spell
his name]) has a free set of icons that install at Windows and replace the
Borland ones, plus add icons for all file types of Delphi
