[lazarus] Tform&Tpanel width-height

On Windows I create a new form and set the properties width=400, 
Height=300, I obtain a window with width 408 and height 327.

This is not the behaviour of Lazarus on Linux neither of Delphi, where 
the width and height of the form are for the window size, not the client 
area.
