The Lazarus interface for Windows CE is quite complete, with lot´s of
things working. To use it, the easiest way is to go to it´s Wiki page
and download a full snapshort with Free Pascal 2.1.1 and Lazarus. It´s
a tested snapshot that works very well.

There are some known problems, mainly:

1 - You need to do a trick to make the X button of the window to work,
I think you have to set a handler for OnClose and put there
Application.Terminate, or something like this.

2 - The executable is huge, I think 4 MB after stripping it, or
something like that

This problems apply to using LCL.

Another way to use Free Pascal and Windows CE is to write your
application directly on the Windows API. Then it will be much smaller
and won´t have the X button but, you it will take a lot of time to
write it, and it won´t be cross-platform.

Instead of using the snapshot you can also compile your own cross
compiler using the subversion version of Free Pascal. There are
instructions on the wiki. The process is time consuming and because
the subversion version changes so often, on many revisions the
cross-compiler is very buggy.

The snapshot contains a very good cross-compiler, with very few bugs.
