If you target .NET you have much of that stuff ready (for that target at least), e.g. .NET Compact Framework for WinCE/PocketPC

i used to prototype and compare both vs and fpc for ppc progs.
and there was no doubt, even using wince api native calls and old method resource files
it's extreemly fast particularly on entry level pdas and low mem use...

small size of the screen limit quantity of controls you can put on the screen
and lack of rad for wince is not really a problem yet.

recents thrunks are excellent quality, it's simple, can't found a bug :)
fpc arm-wince compiler, is REAL KILLER FEATURE :-)

I guess the only way to make fpc compiling CIL is to wait
that MS release a native .NET CPU and then no more JIT ?
