The idea is that when you install the runtime it installs a Netscape plugin DLL that works as a container for controls (for IE they use a separate AX control, or just make the DLL work both as Netscape plugin and COM inprocess server / ActiveX control [easy to do]) Ah, so it will be like the wrapper for Qt etc.? Yes.
