No.
StartLazarus simply starts lazarus. If lazarus exits with a certain exitcode,
then startLazarus restarts it. This is done for the rebuild-lazarus feature, so
lazarus can be restarted when it was rebuilt.

There is no singleton IDE option. Why would you want to have this ?
How will you debug lazarus with itself, in such a case ?
