YES. But I suggest that first, you make it OUTSIDE,
and later, you may do the dirty work of integrating into Lazarus IDE.

No, you're trying to do many things at the same time.
What is the best format to store the Translation File. I don't know if i
should use XML. Maybe it's senseful to make it transform to a po file to
make it possible to edit by poEdit or similar applications.
I started to do something similar. I think its better to use a format
such XML, and later, your application export those string into
poEdit/getText files, pascal source constants or else.
Should i use one file per Language or is it better to have one big file
for all languages.
My experience with traslation files, is to have one file per
traslation, as poEdit does.
