[lazarus] 0.9.21, TOpenDialog and Win9x

Hi

I'm using Lazarus-0.9.21-fpc-2.0.4-20070115-win32 (0.9.20 had ome bugs 
that pushed me to .21) and on programs that I build TOpenDialog won't 
run on Win9x, nothing happens. I have tried 0.9.20 on a different 
machine just in case and TOpenDialog even works on a 386 running Win95.
