Maybe I misunderstood you. You can create new "issue" reports for new functionality
or for patches for which there are no bug reports.
http://www.freepascal.org/mantis/view.php?id=8327 a perfect example of good use of
the bug tracker. As far as I am concerned this is the best way to submit patches,
since they won't be forgotten in the bug tracker.
