I diffed with fpc 2.0.5.
It's was actually the old FPC 2.1.1 which I believe is now the FPC 2.2
branch. After I sent the message I did a diff against the fpc 2.0.5
and I see what you mean. A lot has changed between the 2.0.5 and 2.2
versions

You need to find a solution for fpc 2.0.4 and 2.3.x.
Well, FPC is getting ready for the 2.2 release, so if Lazarus creates
the next stable release based on FPC 2.2 we can safely remove the
ptopu.pp unit (just delay the removal until then). Doesn't Lazarus
recommend a FPC version with every release anyway? Lazarus 0.9.18 with
FPC 2.0.2, Lazarus 0.9.20 with FPC 2.0.4, Lazarus 0.9.22 with FPC
2.2?
Upgrades are *free*, so there is no need for people not to upgrade to
the recommended FPC version.
