Congratulation....
  Lazarus 9.0.22 is already solve this problem thanks to developer....
  Now I can connect to PostgreSQL server many time....

No, after Lazarus breaked on an exception (GDB: break FPC_RAISEEXCEPTION), I 
pressed F9 again (i.e. Continue) until the application gave its own response: a 
dialog box with the errors mentioned in my post.
