The debian packages on sourceforge depends on the fpc-src package,
which contains the sources. Maybe together with Carlos Laviola we can
fix the deb packages of the repository too.

It's called fpc-src.
The name was chosen, because a xxx-dev package normally provides only
the header files, not the sources. The fpc package already does
this. So it is already a fpc-dev.
A better name for fpc-src could be fpc-source.
