I would imagine that Apple will release a version of Xcode that can be used to compile for the iPhone while developing on a Mac. This is possible, but I highly doubt it based on previous experience. Windows CE for example is a small version of windows, but it´s very different. Linux for ARM is very similar to normal linux, but however there are some minor things to be thougth about, like many times there is no X11, only framebuffer, and other differences.
