Ah, I tried it with the three parameters, but I specified them wrong.
$FPDOC: I specified the fullpath to fpdoc.
$LCLFOOTER: I specified ./locallclfooter.xml
$FPCDOCSDIR: This parameter is optional, so I left it out for this exercise.
My 2nd parameter was the problem. I have to specify the full path
from the root directory. You cannot only specify ./<filename>
