Yes and no.
No, because you should use TFont and not the LCLIntf directly.

According to the gtk2 documentation pango 1.16 supports rotating text.
But this version is very uncommon yet.
As workaround it is possible to draw text on a temporary image, rotate
it and draw that, but this is slow and requires extra work, that will
be removed when we use pango 1.16.
