Officially: No.
It might work, but it is hardly tested and we recommend to use the
win32/64 interface under windows.
If you want to try: I never tried gtk2 under windows, but I
guess, you just need to install the gtk2 under windows. Maybe you can
use the gtk2 from the gimp download page.
Please keep us informed if you get something to work.
About a half year ago, I tried last. It looked almost OK. But because very little
people are interested, it is not well tested. It does compile though, because the
gtk2 (and the qt) widget set interfaces are compiled for win32 (not win64, due to
missing libs). There are some gaps, though, things implemented only for *nix in the
gtk2 widgetset.
