I used suse and its libpath is not completely in the fpc.cfg.

Strange indeed. I used the 2.2.1 fpcmake and 2.2.1 sources to create the
Makefile.
You need to add the following lines to Makefile.fpc.
[require]
libc=y
Fixed in r12500.
