AFAIK there's not such a thing as a Unicode string. There's a Unicode
standard, and a number of implementations such as UTF-8 UTF-16 UCS-2,
UCS-4 etc. This proves my point. It originates from marketing, now it's
to developers to scratch their head.
If we scratch our heads better than them, and it appears to me that the
process has already begun, we may end up with a better solution before
they've made up their mind.
(I say "we" just because I feel part of the game)

IMHO opinion the good question is "what's the best way to approach the
Unicode problem?" It may be much more important be compatible with the
existant software base, for instance, than with a last minute solution
offered by Codegear, under marketing pressure, which may be rejected by
users.
It's not a good thing to underestimate competitors, but overestimating
them can be even worse.
