What is reediting?
Let's classify all problems of such changes:
1. Source problem (both national comments and string constants). It will be 
possible to fix this with my patch only by including {&encoding=ANSI}in old 
version and changing this to {&encoding=UTF8} (or just deleting this line) when 
UTF8 support will be completed.
2. National resources problem. More difficult thing, but may be solved by iconv 
(or so on) or with a "hacked lfm" with {&encoding....}
3. National strings in saved files. This is almost unfixible without manual 
translation (it is theoretically possible to introduce and distinguish another 
string type - UTF8 string like delphi's WideString, and when conversion is 
required, it should be done automatically to/from ANSI i.e. current 1-byte 
encoding, but it seems like not to be purposed in lazarus).
4. WinApi functions. Only manual translation, I think. WinApi shouldn't be used 
except some very specific cases.
5. "Hidden" WinApi calls (ShowMessage, Application.MessageBox). I think, 
autotranslation from UTF8 (if it is used) MUST be done, but it may be fogotten.
