[lazarus] GetKeyState

Just a note on the GetKeyState function from LclIntf - causes exception 
when used within a dll (mine anyway) -
same call direct (thru 'use Windows') works ok
Not sure as yet to report this as a bug, still doing eliminations in my 
own code
