Glenn,
you may want to use a dot gain model like e.g. Yule-Nielsen, or similar (see for instance http://www.t2f.nu/t2frapp_f_121.pdf), to predict the reflectance of a (single-ink) halftoned tint approximately.

The only way to actually test this would be to produce an offset print of tints using a pantone colour. This would be expensive.
