More than likely. 1.3.0 already has most of the bits required and it 
would not be too difficult I imagine to add the missing bits.

Agreed, that PDF/X-1a is a very good way to deliver PDF in a standard 
manner, but some of the CMYK ICC color management was missing in 
prior versions.  I am very encouraged what Franz and others have done  
with 1.3.0 in terms of image handling and ICC integration so far.
