I'm sorry, I used the wrong function name.
I called deltaCIE00 the Lcms cmsCIE2000DeltaE function.
In my opition atan2deg wrongs when return 0 for any b value.
a = 0, b > 0 => atan2deg = 180
a = 0, b < 0 => atan2deg = 0
Is it correct?

Lcms has a similiar function integrated (cmsCIE2000DeltaE). So you can
look at various implementations sources.
