I recently added routines to translate from RGB to HSV (and back) to
panotools. Checkout the latest version of libpano from its subversion
repository (http://panotools.sourceforge.net/)

The functions are panoColourRGBtoHSV and panoColourHSVtoRGB in 
ColourBrightness.c
