In gnome-color-manager in git master, I've added functionality to
generate a profile using cmsCreateRGBProfile from the whitepoint,
chroma and gamma data. The results are suprisingly good on the
machines that I've tested it on. Oyranos has had this functionality
for some time, and Kai-Uwe recomended using it by default.

For most users, having a correct profile for applications like GIMP
isn't a primary concern. With the VCGT data we can instantly make the
screen "less blue" from a user point of view, and this is what gets me
drinks at geeky conferences. Of course, I know I could use full screen
correction using something like the oyranos compiz plugin, or the
mutter compositor OpenGL shader, but the vast majority of the users of
GCM are non-composited. Thus a VCGT is the best we can do.

So, is there an easy way to generate VCGT data from the standard
profile using lcms2? I'll be sure to share any drinks this may result
in. :-)
