That's not part of lcms. This is a additional file for jpeglib written
by Tom Lane, who kindly allowed me to include in the lcms distribution
because it is used by jpgicc utility.
This is from QA in the lcms website:
Q: What is Little CMS _NOT_?
A:lcms is NOT a file format or display library. lcms knows nothing about
how to display bitmaps (JPEG, TIFF, GIF or whatever).
Sorry. Maybe it would be convenient for some applications but this is
actually way out of lcms scope. I guess libjpeg is the place where this
file should be located.
