They do, but they often give slightly different results, so many
vendors ship their own CMS in order to get predictable results across
platforms and platform versions.

There's also an element of history. Programs like photoshop used to
come with a CMS because the platform CMSes had very serious
deficiencies. Even though the platform CMSes are generally OK now,
photoshop can't switch because of the need for compatibility.
