I cannot definitively answer your question, but it appears to me that
the double quote character has special meaning in a distinguished name.
According to section 4 of RFC 2253:
Implementations MUST allow a value to be surrounded by quote ('"'
ASCII 34) characters, which are not part of the value.
The same RFC describes escaping for special characters. It may be that
the quote-containing attribute value is permitted yet cannot be
expressed with literal quotes in an RDN. Hope it helps.
