There are two packages involved, lbcd and lbnamed.
You can get lbcd from:

and lbnamed from:
<http://www.stanford.edu/~riepel/lbnamed/>
Stanford uses it on many of its production systems. I know there are other
institutions using it, but I haven't paid particular attention to who they
are. The developers may be able to furnish you with that information.
