You haven't looked very hard;  they are everywhere.

There is no all-in-one,  not like you mean.  Each service must be
configured on its own terms.   LDAP can't help the fact that service
configuration on UNIX/LINUX is a mess.

PAM LDAP will cover the two you've just listed.
