Every LDAP server implements access rules differently.
You need to say  what you are using.

Thanks for your response.  could u kindly give little bit
more focus  or any internet tutorial to solve it ?
I am using ldap version 3 and want to give the read/write
access to the user who will create/delete user accounts.

I think you are confused.

Do you use:
OpenLDAP?
SunOne DS?
Netscape DS?
Fedora DS?
Apache DS?

etc.

Depending on what directory server software you are using, the answer is going to vary.
