Probably he was talking about populating the attributes 'ou' and 'departmentNumber' in inetOrgPerson entries. You should partition your directory in sub-trees only if you have a good rationale to do so (e.g. access control, partial replication, etc.). Otherwise keep it as flat as possible (also to keep replication activity for moving entries/sub-trees low).
