It looks like you are trying to use OpenLDAP 2.2? I suggest you upgrade,
since syncrepl in OpenLDAP 2.2 wasn't particularly stable. OpenLDAP 2.3 is
the current release branch (2.3.39 is about to be released) and OpenLDAP
2.4 is about to have its first official release (2.4.6). So if you are
using OpenLDAP 2.2, you are a few years behind. Using syncrepl in OpenLDAP
2.3 is also a lot simpler to set up.
Of course, reading the official documentation for 2.3 at OpenLDAP.org may
help, since it has example configurations...
